Dear Carter Clinic Community:

​

Firstly, we do not agree with the allegations of the Attorney General in this non-criminal investigation. We have provided urine drug testing for 14 years and we had reasons to believe that the regulations supported our practices. In previous reviews by regulating bodies, the Carter Clinic has received very good feedback on our systems and processes.   However,  facing the option to fight this non-criminal allegation in court or to settle for about the cost of fighting this allegation in court, I was strongly encouraged to settle.   My attorneys believed that even if we had won and had been fully vindicated, it would have cost our company more than this settlement.   The concerns raised by the allegations, while important,  were largely addressed two years ago and we continue to address these and other concerns in an ongoing fashion.  The Carter Clinic takes compliance very seriously and we will continue to work every day to care for our patients in a compassionate and compliant manner.

Secondly, I was unaware that there would be a press release regarding this settlement we reached with the Attorney General’s Office. In fact,  I was told by counsel prior to signing the agreement that in their experience State investigations were not made public.  Please know that I would have certainly informed everyone about the settlement had I known it was forthcoming.  I am proud of the work we do together at the Carter Clinic, PA and you should be too. We are a 20-year-old company with an otherwise stellar record of caring for the most difficult-to-treat individuals in North Carolina.

The Carter Clinic, PA was expanding buprenorphine treatment into multiple North Carolina cities during the early days of the Opiate  Overdose Epidemic. Our commitment to the Opiate Dependent Population existed long before there was the support and recognition there is now.  Additionally, we have trained or assisted in the training of many physicians, advanced practice clinicians, licensed therapists, qualified professionals, and direct care staff to serve the mental health and substance abuse needs of our fellow North Carolinians.

Most importantly, you should know that this issue is now behind us and I look forward to continuing our work uplifting our community by providing excellence in Behavioral Health Care.
